BIO 

Rayna L. Stoycheva received her PhD in Public Policy from the Andrew Young School of Policy Studies at Georgia State University. Her dissertation examined the political and financial management factors influencing state and local pension funding and sustainability.

Dr. Stoycheva’s research interests are in the areas of public budgeting and finance, and social policy analysis. Her published academic work includes studies of pension system reform, wage and pension tradeoffs, international organization budget transparency, and state and local revenue issues.

Dr. Stoycheva teaches courses in public budgeting and financial management, statistics, public policy analysis, and health policy. She is also the internship coordinator for MPA and undergraduate students pursuing internships in government and nonprofit organizations.
