There are more internally displaced persons (IDPs) in the world than refugees. The phenomenon of internal displacement, especially in Africa, Latin America, the Middle East, and Asia, has therefore become of great concern to the international community. However, whereas there is a fairly well developed international regime for refugees, who are persons forcibly displaced across national boundaries, the international regime for the protection of the human rights of IDPs (who are, by definition, displaced within their own country) is still in gestation. The A.U. Convention, the first of its kind in the world, goes a long way towards strengthening such a regime in Africa.
